The Housing Development and Finance Committee (HDFC) has released its first set of draft regulations and is seeking public feedback, launching a major step toward a more streamlined, coordinated affordable housing finance system for California. Public feedback is now open from August 31 through September 18, 2026.

At its August 12 Committee Meeting, HDFC presented the framework designed to make the affordable housing finance system simpler, faster, and more efficient. The draft regulations introduce:

- A coordinated review process
- Aligned award timelines across participating programs
- Consistent standards for applicants and funding partners
