Programs

HDFC will administer multifamily housing funding programs that support new construction and preservation of affordable homes. For information related to previously awarded projects please continue to refer to the respective HCD website or CalHFA website.

HDFC Regulations incorporate and operationalize the statutory authorities for the following multifamily affordable housing programs administered by HDFC, upon appropriation by the legislature. Please visit the HDFC Regulations page to review the draft and submit feedback.

Programs Administered by HDFC

  • Multifamily Housing Program (MHP)
  • Joe Serna, Jr. Farmworker Housing Grant Program (Serna or FWHG)
  • The Infill Infrastructure Grant Program of 2007 (IIG)
  • The infill Infrastructure Grant Program of 2019 (IIG)
  • The Transit-Oriented Development Implementation Program (Affordable Housing Development loans) (TOD)
  • The Affordable Housing and Sustainable Communities Program—Housing Allocation (Affordable Housing Development capital project loans, not including housing-related infrastructure costs) (AHSC)
  • Mixed Income Program (MIP)—funding loan

Other Agency Programs

Programs that other state housing agencies may elect to administer under HDFC Regulations include, but are not limited to:

  • HOME Investment Partnerships Program (California HOME Program)
  • National Housing Trust Fund Program (NHTF)
  • Permanent Local Housing Allocation—Competitive Component (PLHA-C)

Future Program Considerations

If funding becomes available, the HDFC Regulation may be updated to include these programs:

  • Veterans Housing & Homeless Prevention (VHHP)
  • Housing for a Healthy California (HHC)
