The Housing Development and Finance Committee (HDFC) has released its second set of draft regulations, which are now open for public comment from October 26 through November 17, 2026.
During the first round of public feedback, HDFC received more than 1,800 comments, reflecting the thoughtful input, expertise, and engagement of the affordable housing community. This feedback has helped inform revisions to the regulations, and HDFC looks forward to continued participation throughout the public comment process.
Through these regulations, HDFC strives to create a simpler, faster and transparent financing system that enhances the delivery of affordable housing across California.
HDFC Guiding Principles for Regulation Revisions
At its October 13 Committee Meeting, HDFC presented a high-level summary of public feedback and outlined four guiding principles informing revisions to the regulations:
- Simplify HDFC by resolving discrepancies across programs
- Expedite funding to accelerate production
- Increase transparency, simplicity, speed of delivery, and equity
- Deliver complete capital financing stacks
Provide Input During the 21-day Public Comment Period
